Judith Resnick

Judith K. Resnick is the executive director of the Connecticut Business & Industry Association’s (CBIA) Education Foundation. She manages initiatives designed to help the state’s businesses become more competitive by developing a skilled workforce. The projects establish best practices, building effective partnerships between business, government, and the workforce development system. 

An affiliate of CBIA, the Education Foundation was founded in 1983. Its mission is to help prepare a skilled workforce for Connecticut employers through the creation of public-private sector partnerships in education and job training. The Education Foundation seeks grant opportunities and funds to develop programs that further CBIA’s public policy positions at the state and federal levels and develop best practices for its members.

Resnick is responsible for all CBIA Education Foundation programs. She also manages the Connecticut Energy Workforce Development Consortium and serves as principal investigator for the National Science Foundation ITEST (Innovative Technology Experiences for Students and Teachers) grant. 

She serves on a number of boards and commissions, including the State Department of Higher Education Advisory Committee on Accreditation, the Senior Human Resources Task Force of the MetroHartford Alliance, the University of Connecticut Advisory board for the School of Engineering, the State Energy Sector Partnership, the Academy of Engineering and Green Technology Advisory Board, and the Aerospace Components Manufacturers Workforce Development Task Force.

Resnick was the project director for three U.S. Department of Labor Grants: An Advanced Manufacturing High-Skill Job Training Initiative, to increase the competitiveness of Connecticut and Western Massachusetts manufacturers; an H1-B Grant in the biosciences; and an Incumbent-Dislocated Worker Training Demonstration Grant in manufacturing.

She was also project manager for a Connecticut Department of Economic and Community Development Training Networks Program, a Workforce Solutions Collaborative of Metro Hartford Planning Grant and she managed the Employer Services Contract for Capital Workforce Partners.

Prior to joining CBIA, Resnick was the director of strategic planning and workforce development at the Connecticut Department of Administrative Services. She founded the Business & Industry Services Network for the Connecticut Community College System and served as its state director for 12 years. She also served as the director of marketing for America Works of Connecticut.

She has a B.A in education from the University of Michigan and an M.S. in Higher Education from Indiana University. She also holds a certificate from Harvard University’s Institute for the Management of Lifelong Education and is a graduate of Leadership Greater Hartford class of 1989.

Resnick lives in West Hartford with her husband. They have two adult sons.
